2024/25 Pennant Permit System
A player can be approved to play in a Midweek or Weekend pennant competition for a member club other than their nominated (primary) club, by submitting a Pennant Permit request form.
Either the Permit player or Permit club must submit the Permit request form, followed by:
- Once approved by Primary Club, BV will add the Permit Player as a dual member (if not already done) and add the relevant certificate.
- An email is sent notifying the primary club that a Permit has been applied for. At this stage the primary club has the option to reject the Permit.
- If happy to approve the Permit, the primary club will be sent a link to fill out an approval form.

Who Can Apply for a Pennant Permit?

Can I play on a Permit in more than one competition?
Yes, however a player may not play for multiple clubs in the same pennant competition.
Midweek Example
Player A’s primary club’s Midweek Competition is scheduled on Tuesdays. Player A may apply for a permit to a secondary club whose Midweek Competition is scheduled on a different day (e.g. Monday).
Weekend Example
Player A’s primary club’s Weekend Competition is scheduled on Saturdays. Player A may apply for a permit to a secondary club whose Weekend Competition’s fixture is on a different day (e.g. Friday).
For example, a Metropolitan Pennant club plays on Friday night and Regional Pennant club plays on a Saturday. The permit player can play in both competitions.
The weekend example also applies to someone playing for two regional clubs in two different pennant competitions.
BV reserves the right to approve or reject Pennant Permits for all competitions.
Can a Pennant Permit be voided during the season?
If a permit has been approved in the same pennant competition (Metropolitan, Regional or Playing Area), the Permit remains in place until June 30th the following year. However, the Permit can be voided if all parties agree.
How many Permit players can a club have?
Up to four (4) players per club may be registered as Pennant Permit players per competition and may be used by a club for both Midweek and Weekend pennant (four Midweek and/or four Weekend).
Are Permit Players permitted to play in club competitions at Primary and Secondary Clubs?
A player may not play in the Singles Championships of the secondary (Permit) club. Playing in other club events at the Permit club is at the discretion of the Club or the controlling body for the club events.
What about Region and State Events?
The player is not permitted to represent the Region of their Permit club, only the primary club. A player with a Pennant Permit is not eligible to play in Bowls Victoria’s Singles, Pairs, Mixed Pairs, Triples and Fours State Championships on behalf of their Permit Club.
When do Pennant Permits Requests close?
Pennant Permit requests must be submitted prior to Round 1 of the pennant competition they wish to play in. No application will be considered after Round 1.
The application must be endorsed by both the Permit and Primary club.
Pennant Permit Rules
This application must be endorsed by both the permit club and the primary club.
- Up to four (4) players per club may be registered as pennant Permit Players per competition, and may be used by a club for both midweek and weekend pennant (four midweek and/or four weekend).
- NO application will be considered after Round 1 of the respective competition.
- If approved, a Permit remains in place until 30th June of the following year. A player may apply for a Clearance from their nominated (primary) club while a Permit is in place.
- A player may only apply for one Permit for a single pennant competition. BV reserves the right to approve multiple Permits for multiple competitions (e.g. Midweek, Tuesday, and Thursday).
- If the Primary Club is rejecting an application for a Pennant Permit, they must inform BV of this decision.
- If the player and both clubs involved in a Permit agree, a Permit may be voided during the season. This must be submitted in writing to the BV Competitions & Events department, who will consider the request and provide a written response. A Permit is not void until written confirmation is received from BV.
- A player with a Pennant Permit may NOT play in Bowls Victoria’s Singles, Pairs, Mixed Pairs, Triples, Fours and State Pennant Championships on behalf of their Permit Club. A player with a Pennant Permit may also NOT play in the Singles Championships of the secondary (Permit) club. Playing in other club-based events at the Permit club is at the discretion of the club or the Controlling Body for the club events. The player is not permitted to represent the Region of their Permit club, only the primary club.
Transfers
The process for members transferring from one club to another is managed via BowlsLink. The fee is $20 per transfer, payable by the club receiving the player. Clubs receiving a player initiate the transfer, before it is approved by the club with the player departing, and BV will authorise the transfer once both clubs have completed this process.
The cut off date for all clearances/transfers is 31st December. After this point, clearances/transfers will resume from 1st April.
